Position Overview:

The MEAL Officer at Global Aid Network will support the design and implementation of monitoring, evaluation, accountability, and learning processes across projects. This includes developing frameworks, collecting and analyzing data, and ensuring program outcomes are effectively measured and communicated. Working closely with the Water for Life Initiative team and field partners, the MEAL Officer will be the primary contact for ensuring transparency, learning, and continuous improvement in all projects. This role is key to driving accountability and enhancing program impact through data-driven insights and research for the team.

Primary Outcomes

This role will be held accountable to achieve the following outcomes: 

  1. Cultivating a Learning and Accountability Culture (25%):
    • Develop and implement a knowledge management strategy that integrates learning with accountability across the WFLI team.
    • Facilitate the collection and dissemination of lessons learned from projects and programs to enhance both internal learning and accountability to stakeholders.
    • Champion the promotion of continuous improvement by encouraging open discussions around project successes and areas for growth.
    • Regularly publish program briefs, learning insights, and accountability reports to ensure transparency with donors, partners, and staff.
  2. Designing and Implementing a Comprehensive Monitoring, Evaluation, and Accountability Framework (20%)
    • Maintain and update the performance measurement framework to ensure it includes relevant, measurable indicators and robust accountability measures.
    • Lead the creation and implementation of project-specific monitoring and evaluation (M&E) frameworks, ensuring they align with both program goals and donor expectations.
    • Coordinate with the WFLI team to produce quarterly sustainability reports, emphasizing accountability and impact across regions and countries.
    • Conduct annual evaluations based on the performance measurement framework, producing detailed reports on outcomes, sustainability, and areas for improvement.
    • Research and integrate new spiritual and community impact metrics to capture the effectiveness of church mobilization strategies.
    • Regularly assess spiritual impact data and make programmatic recommendations based on these insights, ensuring alignment with GAiN’s mission to demonstrate the love of Jesus.
    • Ensure that accountability to church partners is maintained through regular evaluations, feedback, and shared learning.
  3. Ensuring Effective Ongoing Monitoring and Data Use (20%)
    • Oversee the ongoing monitoring program, training in-country data collectors, and providing clear accountability mechanisms to track their productivity.
    • Analyze multi-year data (1, 2, 5, and 10 years) from ongoing monitoring programs to assess trends in effectiveness, sustainability, and program impact, in collaboration with the WFLI Lead Program Manager. 
    • Incorporate spiritual impact metrics and community feedback mechanisms into monitoring efforts to ensure both program accountability and learning.
    • Design feedback loops that ensure actionable insights from monitoring data are shared with donors, field partners, and the GAiN team for program adjustments and improvements.
  4. Facilitating Research, Development, and Learning for Program Improvement (15%)
    • Use monitoring and evaluation (M&E) data to inform research and development (R&D) efforts aimed at improving program design and outcomes.
    • Collaborate with WFLI project managers to identify key learning areas and implement innovative strategies based on research and data analysis.
    • Conduct internal and external research on best practices in WASH, community development, and Christian development, applying these learnings to ongoing and future projects.
    • Ensure that learning from evaluations and research is captured and shared with both internal and external stakeholders, contributing to programmatic development and sector-wide discussions.
  5. Other Responsibilities (10%)
    • Active participation in weekly chapel services  and GAiN prayer time.  
    • Attendance and participation in the bi-annual International Day of Prayer.
    • Participate in staff meetings, Water for Life team meetings, etc.  
    • Support other GAiN teams and initiatives, as required.
